Job Description

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

Scope of Responsibilities.

This is a non-personnel services contract to provide a Protestant Music Director service to Wright Patterson Air Force Base (WPAFB), Ohio. The Government shall not exercise any supervision over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government.

The Contractor shall provide labor and management to support all outlined responsibilities as listed in accordance with the Performance Work Statement. These include music direction and A/V coordination for rehearsals, worship services, and special services. Special services may include memorials, funerals, combined services, and seasonal or special events. This role involves both live performance and technical support to enhance the worship experience. Tasks not specifically outlined in this PWS shall be considered voluntary and will be performed at no cost to the government.

PERIOD OF PERFORMANCE

The period of performance shall include one (1) base year plus four (4) option years

Regular meetings will not be held during the below official holidays. However, if special events or counseling sessions are scheduled on these dates, they will be performed IAW with the PWS at no additional cost to the government.

The Contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured. The Contractor shall Maintain key control and report any lost keys immediately.

2.1. DUTY HOURS:

a. The Music Director shall be required to be present for all rehearsals, services, and special events at any Wright-Patterson Chapel facility. Requirements will vary per season/month and will be established by the Chaplain. The estimated number of events over the course of 12 months is 120 events. One event is a performance and a rehearsal and there will be two events per weekend. The Music Director will coordinate with the lead faith group chaplain on which Chapel facility to render service.

b. For any anticipated absence(s), the contractor shall provide a replacement director as necessary to ensure 100% coverage for all responsibilities listed within this PWS. The replacement shall meet or exceed the qualifications of the music director. This shall be coordinated with the Chaplain and approved by the contracting officer representative (COR) at least 10 days prior to the start of performance. Absences due to illness or family emergency will be dealt with on a case-by-case basis. The contractor shall not employ/sub-contract any person to perform any of the work required by this PWS without prior approval.

c. Rehearsals should be held at an appropriate time to allow for maximum participation of the chapel community and shall be an appropriate length to ensure adequate preparation for performances at weekly services or special services (no less than 1 hour and no more than 3 hours in length).

2.2. DESCRIPTION OF SERVICES:

The Contractor shall provide protestant music director services to WPAFB, Ohio as well as alternate locations. The Contractor shall comply with all AF and DoD policies. The Contractor shall submit facility requests as needed. All equipment to be used by the contractor shall be provided by the Chapel.

a. The Music Director shall provide the SPECIFIC performance requirements as listed below:

1. Arrive at least 60 minutes before all services and rehearsals.

2. Submit music/media equipment repair or purchase requests.

3. Recruit, train, and supervise volunteer musicians and A/V team members.

4. Maintain records of volunteer participation and ensure compliance with DoD volunteer policy.

5. Open, reset, clean, and secure worship spaces.

6. Maintain professional appearance equivalent to business casual.

7. Use appropriate ecclesiastical music sources.

8. Align music/media with worship tone and theme.

9. Attend required training and planning meetings.

10. Attend worship/music/A/V clinics as needed.

11. Lead all worship music, live and/or accompanied.

12. Coordinate with the Chaplain on all program changes.

13. Ensure chapel equipment used off-site is signed out properly.

14. The contractor shall, with coordination of the service chaplain, ensure that chapel equipment used outside of the chapel facility is signed out on an AF Form 1297, Temporary Issue Receipt, and proper resource protection.

15. The contractor shall comply with all chapel operating instructions (OIs), specifically those regarding facility usage, resource protections, fire prevention and funds utilization. The contractor will also submit facility request to arrange for use of facility for all meetings, rehearsals and programs for the year.

16. Maintain proper decorum and respect for the chapel environment.

17. The contractor shall be neatly and modestly dressed and well groomed. Appearance should resemble business casual attire.

b. The Music Director shall provide the GENERAL performance requirements as listed below:

1. Direct music and media for all Protestant services and rehearsals.

2. Lead the praise team and congregation in worship.

3. Collaborate with the Protestant Chaplain for song and media selection.

4. Oversee and train volunteers on A/V and worship presentation systems.

5. Prepare worship slides, multimedia presentations, graphics, and motion backgrounds weekly.

6. Assist in music-related planning, budget, and volunteer development.

7. Maintain and return government equipment.

8. Ensure CCLI compliance and proper music cataloging.

9. Provide qualified replacements if unavailable, subject to chapel staff approval.

10. Support special services as requested.

11. Meet weekly with the chaplain for planning.

12. Refrain from performing inherently governmental functions.

c. The Music Director shall have the required EDUCATION AND EXPERIENCE as listed below:

1. Hold at least two years of college in music or equivalent experience in a chapel/church setting.

2. Demonstrate proficiency in Contemporary Christian music and blended worship styles.

3. Be capable of planning and leading a praise team.

4. Sight-read sheet music, play from chord charts, and lead vocally and instrumentally (keyboard or guitar).

5. Understand Protestant theology and operate in a pluralistic environment.

6. Be familiar with media software suitable for worship services such as ProPresenter, Proclaim, or similar; PowerPoint and Google Slides are not acceptable due to system compatibility limitations.

7. Operate A/V systems including sound, projection, and media preparation.

8. Train and support volunteers to run A/V and media systems.

9. Communicate effectively in English.

d. The Chaplain Corps is authorized to utilize volunteers IAW DoDI 1100.21, Voluntary Services in the Department of Defense, to support religious education. A volunteer is an individual who performs gratuitous services in an official capacity in support of Chaplain Corps programs (e.g., RE, youth programs, etc.). All volunteers require oversight, training and recognition related to their specific duties. Volunteers who may come in contact with minors in the performance of their duties will require a Child Care Criminal History Background Check IAW DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs.

The Music Director shall provide VOLUNTEER MANAGEMENT REQUIREMENTS as listed below:

1. Recruit, train, and supervise volunteers for all Protestant Service music programs. Ensure all planned programs have adequate volunteer support, and the volunteer to child ratio is within DoD and Air Force regulations.

2. Ensure volunteers meet all DoD and Air Force volunteer policy requirements to include:

2.1. Complete DD Form 2793, Volunteer Agreement for Appropriated Fund Activities & Non-Appropriated Fund Instrumentalities, certifying their understanding of their roles and responsibilities as a volunteer.

2.2. Complete chapel non-disclosure agreement to certify understanding of privileged communication while volunteering in religious programs.

2.3. Maintain daily record of volunteer hours.

2.4. Ensure all personnel, working in programs involving minors in the performance of their duties during Chaplain Corps programs, have completed a Child Care Criminal History Background Check and comply with Line of Site Supervision (LOSS) requirements IAW DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs.

2.5. Create and maintain a master Protestant service music program volunteer list with contact information.

3. Provide initial and annual orientation & training for program volunteers. Comply with all DoD and Air Force volunteer policy requirements.

e. The Music Director shall be responsible for filing any applicable social security, federal, state or host nation taxes.
