Job Description

The Housing Manager oversees the housing department including housing navigation, tenancy, and deposit program.

Key Responsibilities

  • Program Oversight: Develops, implements, and manages housing-focused programs within CalAIM.
  • The Program Manager manages the operations of the Transitional Rent and Housing Trio Programs (Housing Transition Navigation Services, Housing Deposits, and Housing Tenancy and Sustaining Services), ensuring high-quality service delivery and coordination across all roles
  • Staff Supervision: Recruiting, training, managing, and providing ongoing support to housing navigators.
  • Client Support: Ensures staff help members find housing (Housing Transition & Navigation), cover move-in costs (Housing Deposits), and stay housed (Housing Tenancy & Sustaining Services).
  • Client Services: Ensuring effective service delivery, managing caseloads (often with housing navigators), addressing client needs (health, housing, benefits), and crisis response.
  • Budget & Reporting: Managing program budgets, overseeing data/record keeping, and preparing reports.
  • Collaboration: Works with Managed Care Plans, counties, housing authorities, and community organizations to integrate care.
  • Compliance: Ensures documentation and services meet program guidelines and quality standards.
  • Housing Assistance: Helping members find housing, complete applications, secure deposits, and manage move-ins.
  • Support & Navigation: Providing ongoing support for lease compliance, resolving disputes, and building life skills.
  • Coordination: Working with doctors, mental health providers, and other community partners to ensure holistic care.
  • Program Implementation: Overseeing the delivery of CalAIM's Housing Community Supports (like Housing Transition & Sustaining Services).
  • Strategic Planning: Monitoring program effectiveness, identifying improvements, and staying updated on CalAIM changes.

Key Skills & Qualifications

  • Supervisory/Management experience.
  • Must be Familiar with local housing authority of each county served by BLEHEALTH
  • Strong understanding of housing stability, homelessness, and supportive services.
  • Knowledge of Medi-Cal, DHCS, and social service systems.
  • Trauma-informed care, crisis intervention, and active listening.
  • Administrative skills, data management, and compliance focus.
